Undoubtedly, any cultural organization or institution, seeks through implementing a set of cultural programs, to achieve a series of specific goals that are either derived from its intrinsic tasks or are in line with its macro goals and perspectives. The important point is that the principle of the existence of any cultural institution is not merely to execute a set of cultural activities; rather it is to achieve a set of cultural goals, or set the stage for achieving other great goals. It is important to assess the amount of achievement made in specific cultural activities, and the effectiveness of the cultural activities of these organizations which affect their performance and the role they play in the society. This research uses the method of meta-analysis which examines separately each part of the activities and objectives of the studied organization, in an attempt to measure the effectiveness of the activities of this organization during a certain period in a comprehensive manner. Also, using the meta-analysis method in this type of research has been implicitly tested. The result of this research shows that out of the total objectives stipulated in the statute of the organization, only 71% of them which were evaluated in 12 studies based on meta-analysis method have been realized. As for the activities of the organization during the same time frame, only 53% of envisioned goals have been realized. The efficiency of the meta-analysis method was also confirmed in assessing the effectiveness of the various activities of an organization with multiple goals. Of course, it is dependent on conducting sufficient and precise studies to measure each of the objectives and the overall effectiveness of similar activities.

As a long-term management framework inspiring from ideals, values and dominant ideologies of society, cultural policy making informs the short-term and mid-term management frameworks. This research is focused on applying SWOT model to cultural policy making of media in Iran. Its goal is practical, its methodology is quantitative and it has been done by survey and polling. The sample is made of 30 university professors in different disciplines including communication, cultural management and political science. The questionnaire designed by authors has been the main source of data gathering. It was the outcome of literature review related to the strengths, weaknesses, opportunities and threats of cultural policy making in Iran and the world extracted from internet and library sources. Our aim was reevaluating the current situation in Iran. The questionnaire involved 6 strengths, 5 weaknesses, 4 opportunities and 5 threats and the respondents were asked to assess them considering Lickert spectrum and their importance in today's Iran by giving 1-5 stakes to them. The validity of questionnaire was verified by mentors, advisors and some other experts of media and cultural policy making. In order to verify the reliability of questionnaire, the authors used Chronback's Alpha software which resulted to 0.93 indexes. Following data gathering, they used SPSS version 11.5 to calculate the weight of variables of SWOT model. The analysis demonstrated that the most important strength is media knowledge, state intervention is the most important weakness, the fast growing social media is the most important opportunity and finally Iran's fragile presence in international media can be regarded as the most important threat.

With the formation of foresight knowledge, the experts have tried to provide a kind of development and improvement of strategic planning ability in different dimensions by using the existing capacities and potentials. Consequently, the techniques and methods of foresight are being introduced into the process of planning. So, identifying the strategies and important driving factors of each process is one of the priorities of the foresight projects. Therefore, in this study, with the aim of identifying the components and driving factors affecting talent and succession in the higher education system by using mixed research method (quantitative and qualitative), extensive review of literature and semi-structured interviews were conducted by using snowball and targeted sampling. 91 components were extracted and analyzed by directed and summative content analysis, then, by using the Delphi technique, the 15 components with the higher degree of compatibility were extracted. Then, the extracted components were analyzed by using one of the futuristic techniques (cross-effects analysis) and Mick-Mac software. In addition to investigating and explaining, driving factors were categorized in the form of effective variables, risk variables, secondary leverage variables, result variables, and independent variables. Finally, based on the obtained results and prioritizing, implementation strategies were introduced to institutionalize the process of talent and succession in the higher education system of Sistan and Balouchestan province.

There has been a significant change in Iranian social entity due to economic and social development programs. These changes have brought about conditions leading to a great deal of social ideas advanced on the effectiveness of the collective identity of development. There are many concepts regarding interconnection of development and identity, however, the findings of this research are more consistent to post-development ideas that cast off applied projects in order to serve its main objective. This article aims to apply grounded theory to the study of the effects of development on ethnic identity and its findings show the double effects of empowering. Based on grounded theory and with the help of extensive interviews and collaboration of people in the city of Mahabad, this study has been conducted.;It is a well-accepted fact that development has changed all social and economic aspects of life under the aegis of renovation and massive economic and social projects. This fact has led to uneven development and the occurrence of major tragedies regarding the Kurdish ethnic identity. On the one hand, these effects have attenuated social identity in different perspectives including economy, language, religion and lifestyle and on the other hand, it has provided new opportunities for ethnic identity. To sum up, the core of this research revolves around the “incidence of uneven development concurrent with Kurdish social identity tragedy” and its theoretical idea will be focused on “uneven development and new perspective of Kurdish national identity”.

Trust is one of the fundamentals of social solidarity and it is considered the foundation of legitimacy of the political and economic systems. Also it is a factor of promotion and mobility entrepreneurship. As students are well positioned to influence the cultural, social and even political factors, shaping social trust between them is very important. Research population contains university students of Payame Noor University (west center of Tehran), on the basis of a classified sampling composed of 372 people chosen from this university students. Our research methodology is survey method and all samples have been interviewed. Research findings show that 97.1% of students are at the middle to low level of social trust. The statistical analysis of results show that the components of trust such as religiosity, social relationships and safe structured family are relatively fair; but, in contrast, the rate of deconstruction factors such as low institutional trust and feeling of discrimination is relatively high. Also the research experimental model shows that evaluative variables such as responsibility of institutions and normative rules, access to governmental institutions and feeling of justice (structural and macro variables as fundamental principles of democracy), and the degree of religiosity and social Relationships and existing of safe family (individual variables), directly or indirectly, influences social trust [and explaining 51% of its changes]. According to the research findings, the most effective strategy for increasing trust is to foster democracy and sustain it. Therefore, policy making for the accountability and availability of organizations and institutions, the establishment of normative rules, the removal of obstacles to the realization of social justice at the macro and structural levels serve the purposes of creating social trust.
