Smart cities have in turn paved the way for significant changes in the management and control of the cities by the governments. Therefore, a comparative study of the indices of good governance and smart cities reveals the direct relationship between good governance and smart cities. The major elements of good governance including accountability, political stability, lack of violence, and effectiveness of the government are expected to be d realized in smart cities. Iran has faced a phenomenally heterogeneous urban growth over the past three decades and this trend in the capital city of Tehran calls for more attention. Numerous identity and managerial problems in Tehran require examining the relationship between good governance and smartening this city. It seems that fragmentation of management in key issues, such as policymaking, decision- making, planning, organizing, leading, and supervising, is the most serious obstacle to positive correlation between these two variables in Tehran. Using documentary and archival data, this article aims at examining its hypothesis in a descriptive-analytical manner.}, keywords = {Smart city,Good Governance Theory,Tehran City}, title_fa = {نسبت‌سنجی حکمروایی خوب و شهر هوشمند (مطالعه موردی:شهر تهران)}, abstract_fa = {در دو دهۀ اخیر، گسترش‌ فناوری اطلاعات و ارتباطات در خدمات و زیرساخت‌های شهری که زمینه‌ساز افزایش همکاری میان کنشگران اصلی شهرها شده است، شهر هوشمند به وجود آورده است. این نوع شهرها زمینه‌ساز تحول در مدیریت و کنترل دولت‌ها بر شهرها شده‌اند. با نگاهی مقایسه‌ای به شاخص‌های دو راهبرد حکمرانی خوب و شهر هوشمند می‌توان دریافت که این‌دو با یکدیگر رابطۀ لازم و ملزومی دارند.؛ یعنی ارکان اعتراض، پاسخ‌گویی، ثبات سیاسی، فقدان خشونت، و اثربخشی دولت، از شاخص‌های حکمرانی خوب به‌شمار می‌آیند که باید در بستر ارکان مختلف شهر هوشمند تجسم و تحقق یابند. ایران، در طول سه دهۀ گذشته با رشد بی‌قوارۀ شهرها روبه‌رو شده است.با توجه به مشکلات هویتی و مدیریتی تهران؛ این پرسش مطرح می‌شود که «چه نسبتی میان حکمرانی خوب و هوشمندسازی تهران وجود دارد؟ به‌نظر می‌رسد، معضل چندپارگی مدیریت شهری در عرصۀ سیاست‌گذاری، تصمیم‌سازی، برنامه‌ریزی، هدایت، و نظارت، مهم‌ترین مانع همبستگی مثبت میان حکمرانی خوب و هوشمندسازی تهران است. این مقاله درصدد سنجش فرضیه موردنظر خود با به‌کارگیری شیوه توصیفیـ‌‌تحلیلی و داده‌های اسنادی و بایگانی است.}, keywords_fa = {Smart city,Good Governance Theory,Tehran City}, url = {https://rahbordfarhangi.csr.ir/article_115605.html}, eprint = {https://rahbordfarhangi.csr.ir/article_115605_212b7abbb3785c620e4c3ac3bf42ab4a.pdf} }
