From the perspective of intelligence agencies, this view, while being correct, can constitute a part of reality. Prevalent belief in the intelligence agencies is that because the Islamic Republic of Iran is a system based on the support of people, ensuring security would not be possible without the participation of people, and they must play an active role in achieving sustainable security. In government's view (as stipulated in various laws), both people and intelligence agencies have a special role in providing security, the latter in a direct and institutional form, and the former, in an indirect and non-institutional form. Relationship between intelligence and people has always been fluctuating over the last forty years. The main question of this article is: "What is the ideal model of the relationship between intelligence and people in the Islamic Republic of Iran?" To respond this question, the authors use interviews, library and documentary research to collect data and, given the quality of data, they use analyses based on Ijtihad to process the data, and to discover and deduce the facts. The results of the research show that the reduction of the relationship between intelligence and people to the security issue is a reductionist approach depriving the system of the benefits of people's capacities. By analyzing the gap between the status quo and the desired situation and deduction from the statements, the components of the relationship between intelligence and people have been extracted and finally, an ideal model for relationship between intelligence and people has been presented with a focus on intelligence justice.}, keywords = {citizens' rights,Intelligence,intelligence justice,Religious Democracy,Participation}, title_fa = {الگوی مطلوب رابطه اطلاعات و مردم در جمهوری اسلامی ایران}, abstract_fa = {    در نگرش مردم، سازمان‌های اطلاعاتی مسئول تأمین امنیت جامعه هستند و اگر به این عمل موفق نشوند، رسالت خود را به انجام نرسانده‌اند. از منظر سازمان‌های اطلاعاتی، این نگاه در عین اینکه می‌تواند صحیح باشد، اما بخشی از واقعیت را با خود همراه دارد. در سازمان‌های اطلاعاتی این نگرش وجود دارد که چون نظام جمهوری اسلامی ایران، نظامی مردم پایه است، لذا تأمین امنیت بدون مشارکت مردم ممکن نیست و برای نائل‌شدن به امنیت پایدار، مردم باید نقش فعالی ایفا نمایند. در نگاه حاکمیت (که در قوانین مختلف مندرج شده) هم مردم و هم سازمان‌های اطلاعاتی در تأمین امنیت نقش ویژه‌ای بر عهده ‌دارند، بخشی به‌صورت غیرمستقیم و غیرنهادی و بخش دیگر به‌صورت مستقیم و نهادی. رابطه اطلاعات و مردم طی چهل سال گذشته همواره با نوساناتی همراه بوده است، پرسش اصلی تحقیق عبارت است از اینکه: «الگوی مطلوب رابطه اطلاعات و مردم در جمهوری اسلامی ایران چگونه است؟». برای نیل به پاسخ از ابزار مصاحبه، مطالعات کتابخانه‌ای و اسنادی برای گردآوری اطلاعات استفاده ‌شده و با توجه به کیفی‌بودن داده‌ها، از شیوه تحلیل اجتهادی برای تجزیه داده‌ها، کشف و استنتاج پاسخ بهره برده شده است. نتایج تحقیق نشان می‌دهد فروکاست رابطه اطلاعات و مردم به بحث امنیت، رویکردی تقلیل‌گرایانه است که باعث محروم‌شدن نظام در بهره‌مندی از ظرفیت‌های مردمی می‌شود. با بررسی شکاف بین وضع موجود و وضع مطلوب و استنباط از گزاره‌های به‌دست‌آمده، مؤلفه‌های رابطه اطلاعات و مردم استخراج و درنهایت الگوی مطلوب رابطه اطلاعات و مردم با محوریت عدالت اطلاعاتی ارائه ‌شده است.}, keywords_fa = {حقوق شهروندی,سازمان اطلاعاتی,عدالت اطلاعاتی,مردم‌سالاری دینی,مشارکت}, url = {https://rahbordfarhangi.csr.ir/article_117797.html}, eprint = {https://rahbordfarhangi.csr.ir/article_117797_dbd1aebca1784f24fe2a9a83055b2fb9.pdf} }
