The purpose of this study is to investigate the functions of university from the Supreme Leader’s point of view in higher education. This research uses a mixed method design that includes quantitative and qualitative data. To collect data documents comprising the statements of the Supreme Leader during the years 1380-93 were studied and a researcher-made questionnaire was distributed among the faculty members of Urmia University (490) with a sample of 215 persons. The validity of expert - opinion data and their reliability were confirmed by the Cronbach's alpha (0/91). Exploratory analysis was used to classify the data. The results of factor analysis identified the three factors of research, education and services. Also, in the framework of an analytical-descriptive approach, three strategies of Iranian - Islamic model of progress, knowledge economy and entrepreneurship are presented.

Today, media have a prominent role in different arenas, and audiovisual media play much more important role because of theirpervasive nature. New communication technologies with different actors have brought about too many changes that understanding the future of media and presenting appropriate strategies have become very challenging. Independent actors’ behavior and its impact on audiovisual media show us that it is necessary to understand the actor’s attitudes for better policy making. In this regard, this research tries to answer the question that what are the controversies between actors around key issues and presents a new method for analysis based on future studies and policy making models. In this method, four indices are employed as indicators of actor’s behavior in key issues: influence, position, salience and clout and also some formulas have been developed for analyzing data. The six key issues based on Grounded theory are: 1) the role of non-governmental actors in TV channels; 2) their role in new audiovisual media; 3) the appropriate role of IRIB; 4) the approach of content; 5) the approach of regulation and 6) the approach of new infrastructures development. The results show that the first, second and forth issues are the ones that actors have divergent point of views around them. The results can apply for recognizing alternative futures for audiovisual media.

generation of computer games called Virtual Games. These games, due to their special attributes, have gone beyond a game and besides fun and entertainment, play other roles for people. Since these kinds of games are necessarily played through web and in the online form, they are often known as Virtual Games. This virtual context has given them a popular and global character. The universal features and seriousness of the virtual games have provided opportunities and threats for policy and decision makers in different areas, such as social, economic, cultural and legal ones. Although, computer games, as a part of the entertainment industry, mainly interact with economic and cultural fields, the specific features of these games, including the possibility of buying and selling Virtual Items during the game, have raised new juridical and legal challenges. The most important juridical and legal aspects of the virtual games include, first their legitimacy, and second the legal status of trading online items during the game which is known as “In-Game Transactions”. The present study tries to present a juridical-legal analysis of the above mentioned challenges. <br /><strong> </strong>

The Prospect of Health Sector in Rural Areas of Mazandaran Province with an Emphasis on Measuring Access to health Services

Efforts to eliminate regional disparities and imbalances and to reach access to care standards are one of the essential measures to achieve social justice and sustainable development. In this regard, the equitable distribution of health services in order to ensure public health has been a constant concern for policy makers since long time ago and have led to serious discussion about resource allocation in health. Accordingly, this study tries to assess the performance of the health sector in rural areas of the Mazandran province on the basis of the degree of access to health services. This is a basic research conducted with a descriptive analytical method it statistical population is 19 counties of Mazandaran province and. Its method for collecting information is library research, and data tables and statistics related to census conducted in 2011 in Mazandaran province. Accordingly, 14 health care indicators were extracted and by usingTechnique for Order Preference by similarity to Ideal Solution and SPSS software of the level of development of rural areas of Mazandaran province, access to health services was measured. The findings of the research show the unacceptable and undesirable situation of access to health services in the province. The access of rural population to health services is very unsatisfactory and there is an unfair distribution of facilities in counties, even in the most developed rural areas such as Neka (factor of 0/53) and Babolsar (factor of 0/51), results are not very satisfactory. The analysis also shows that rural areas of Mazandaran province have been disadvantaged due to the lack of the access to health facilities and resources. The results show that the balanced development of the health sector in the province requires reviewing the allocation of resources and health services, equal distribution of opportunities and enhancing the quality of services in remote areas for the purpose of land use planning. Healthy and capable human resources are considered a prerequisite for sustainable development and this requires making more efforts by authorities and integrated management along with a purposeful and effective planning to resolve imbalances <br /><strong> </strong>

South - western drainage basin is the most important surface water resources in Iran. Due to its important, it has always been subject of study for socio-economic development planners. The implementation of plans to harness and transfer water in modern context that are incompatible with natural ecosystem, along with the lack of strategic land use planning have been led to environmental crisis in this area. This article intends to present a pathology of water resources in this drainage basin and to provide a sustainable solution in the context of critical geopolitics to strike a balance between economic development and natural ecosystem as an example for water and natural resources management throughout the country. <br /><strong> </strong>

During the last three decades, any change in the degree of political participation in most countries has been accompanied by an increase in its informal types. The previous generation of researchers, while relying on the unidirectional logic of Putnam’s theory, assumed that these changes are stemmed from the reduction of institutional trust. Today, multiple rationales have been proposed for relationship between institutional trust and types of political participation. Drawing on Iekeda’s theory which differentiates four distinct patterns of relationship between institutional trust and political participation, this article adopts a quantitative survey method and investigates two active and passive forms of political participation and its relationship with the dimensions of institutional trust among the inhabitants of Shiraz city. The sampling method was quota random stratified method, and a questionnaire was used for data collection. According to the results of the research, the highest and lowest degrees of political participation were respectively participation in elections and participation in political protests. The correlation of the variables such as performance of the executives, perception of the authorities’ characteristics, and functions of institutions with passive political participation was shown to be direct and significantly positive. However, only the variable of the perception of the authorities’ characteristics appeared to be significantly positively correlated with the active type of participation. The most influential variables on the passive and active political participation were the perception of the performance of the executives and gender, respectively. Findings of the study enabled the researcher to conclude that the differentiation of and attention to the types of political participation, in general, and the identification of factors affecting the active type of participation, in particular, call for special attention from the researchers. <br /><strong> </strong>

This article tries to evaluate Information society from a broad view with strengthened criteria in the five fields of technology, economy, society, politics and culture. What is happening in the information society in the field of culture is the emergence of a new culture leading to a radical change in the life style and to the development of cultural exchanges throughout world. These culture exchanges could lead to the domination of these cultures which put more emphasis on using information and are reckless in sharing the different kinds of information. In other words, information supports those cultures which promote and guarantee its faster and more open circulation, and thus its superior status. This article tries to study relationship between virtual networks and value and family values (among people in Bojnourd in 2014). To do this, the authors have used survey method. The sample of this research, according to Cochran formula, consisted of 382 people in Bojnourd within the ages of 17 to 40 selected by random cluster sampling. The main tool of gathering information was questionnaire that was analyzed through descriptive and analytic statistics by using SPSS software. The findings show that the indices of independent variables such as family values, anonymity, experience of users, rate of use, and interactivity of communications in virtual social networks were respectively 0/163, 0/494, 0/822, 1/069, which could explain the dependent variable and having the greatest impact on family values. <br /><strong> </strong>

The first step in developing and promoting a resilient economy in the society is the awareness and understanding of the strength of the economy that takes place through discourse in the society. The media can provide a discursive space between the people and the government, invite people to participate in the public discussions and even turning them into a popular demand from government officials. Despite the fact that it has been a long time since the announcement of the general guidelines of resistance economics, there is still no debate on the importance of the functioning and role of the media among the experts. <br />This is anticipated in Article 21 of the General Resistance Policy, which states that "the definition of the dimensions of the resistance economics and its discourse, especially in the scientific, educational and media environments, and its transformation into a national and inclusive national discourse is necessary". <br />For this purpose, the author conducted content analysis of economic news released in year 1394 in 23 news agencies and news sites. The findings indicate that news agencies and news-analytical sites have published concepts such as Resistance Economics", "Reforming and Strengthening the Financial System", "Knowledge Based Economics", "Diplomacy in the Service of Economic Purposes", "Production of Strategic Products" , "Observation of the Sanctions Program", "Public Participation in Economics", "Economic Transparency", "Entrepreneurship Development" and "Strengthening Jihadist Culture in Economics" with more frequency, and have produced more content in these areas <br /><strong> </strong>

This article deals with the relationship between quality of life and social exclusion. Social exclusion as the dependent variable of this study consists of four components of social participation, normative integration, access to social rights and material deprivation. Survey research is the method used in this research and questionnaires were used to collect data. The size of sample was 384 persons. The authors used multi-stage random cluster sampling to select their statistical population among residents of the 18 areas in Tehran. Experimental findings show that more than half (50/7) of them suffer from high level of social exclusion and 40/8 percent of them could be categorized in the middle level. Also, there is a covariation between social exclusion and quality of life and the improvement in terms of housing, facilities and utilities, urban services and transport, recreation, security and safety, which means that with the improvement of the quality of life, the level of social exclusion will reduce. <br /><strong> </strong>
