Journal Article 2025 05 25 <span>This article identifies the challenges faced by NGOs active in the field of social harms and presents policy strategies to attract their participation in the field of social prevention of addiction using the thematic analysis method. Research data were collected through in-depth semi-structured interviews with 20 founders, experts, and activists using theoretical and purposive sampling. Using Braun and Clark's thematic analysis method, and by carefully examining the transcripts of the interviews and coding, 75 initial codes were identified. By combining the initial codes, 14 sub-themes were extracted and then integrated under 2 overarching themes and abstracted with the help of parts of the participants' comments. Thus, the sub-themes of incoordination of institutions in charge of the affairs of the associations, political perception of the activities of the associations, threat perception of the activities of the associations, conflict of interests of the associations with some groups and institutions, accusations of the police and security against the associations, prevention of their presence in the policy-making arena, prevention of the networking of the associations, and strict supervision and control highlighted the overarching theme of "Challenges of the Associations." And the sub-themes of building a culture of trust in the performance of the associations, redrafting laws that create a platform for government convergence with associations, redrafting laws on non-interference by law enforcement and security in the affairs of associations, redrafting regulations committed to supporting and avoiding accusations against associations, redrafting laws to ensure the life and financial security of founders and activists, and drafting laws on the participation of associations in social policy-making highlighted the overarching theme of "Policy-Making Strategies to Attract Participation."</span> <span lang="AR-SA">مقالۀ حاضر با شناسایی چالش‌های سازمان‌های مردم‌نهاد فعال در حوزه آسیب‌های اجتماعی به ارائه راهبردهای سیاست‌گذاری به‌منظور جلب مشارکت آنان در زمینۀ پیش‌گیری اجتماعی از اعتیاد به روش تحلیل تماتیک پرداخته است. داده‌های پژوهش با انجام مصاحبه عمیق نیمه‌ساختاریافته با 20 نفر از مؤسسان، کارشناسان و فعالان به‌شیوه نمونه‌گیری نظری و هدفمند گردآوری شده است. با استفاده از روش تحلیل تماتیک بروان و کلارک و با وارسی دقیق رونوشت متن مصاحبه‌ها و با انجام کدگذاری، 75 کد اولیه شناسایی شدند. با ترکیب کدهای اولیه، 14 تم فرعی استخراج شد و سپس در ذیل 2 تم فراگیر یکپارچه شدند و به کمک بخش‌هایی از اظهار نظر مشارکت‌کنندگان به انتزاع کشیده شده‌اند. به این ترتیب، تم‌های فرعی ناهماهنگی نهادهای متولی امور سمن‌ها، برداشت سیاسی از فعالیت سمن‌ها، تهدیدانگاری فعالیت سمن‌ها، تضاد منافع سمن‌ها با برخی گروه‌ها و نهادها، اتهام‌زنی انتظامی-امنیتی به سمن‌ها، ممانعت از حضور در عرصه سیاست‌گذاری، ممانعت از شبکه‌سازی سمن‌ها و نظارت و کنترل سخت‌گیرانه تم فراگیر «چالش‌های سمن‌ها» را برجسته کردند و تم‌های فرعی فرهنگ‌سازی اعتماد به عملکرد سمن‌ها، بازتدوین قوانین بسترساز هم‌گرایی دولت با سمن‌ها، بازتدوین قوانین عدم‌مداخله انتظامی-امنیتی در امور سمن‌ها، بازتدوین مقررات متعهد به حمایت و پرهیز از اتهام‌زنی به سمن‌ها، بازتدوین قوانین تأمین امنیت جانی و مالی مؤسسان و فعالان و تدوین قوانین مشارکت سمن‌ها در سیاست‌گذاری اجتماعی، تم فراگیر «راهبردهای سیاست‌گذاری جلب مشارکت» را برجسته کردند.</span> https://rahbordfarhangi.csr.ir/article_232960_d9d8b7dd40d5957b2650cfa9f3da2515.pdf
