A Systematic Review for Developing A Strategie Framework to Realize the Slogan of the Year "Production Leap with People's Participation"

Abstract
By naming the year 1403 the year of “Production Leap with People’s Participation,” the Supreme Leader of the Revolution played his inspiring, far-sighted, and transformative leadership role in mobilizing resources, motivating, providing strategic direction, and aligning goals and programs in the administration of the country well. Formulating strategies related to the slogan of the year as one of the stages of the strategic planning process, provided that it is based on a correct understanding of it and paying attention to all its dimensions, paves the way for the realization of this slogan. This research aims to definition the various aspects of the slogan of the year, gathering strategies for its realization based on a systematic review of past research, and also provide a framework for the relationship between dimensions and strategies. With a comprehensive review of previous research in reputable databases such as SID and Civilica, and the Comprehensive Humanities Portal, relevant information sources have been identified. Based on the literature and experts' opinions, the dimensions and components of the slogan have been defined and after refining the collected strategies, 32 major strategies have been formulated in this field. The strategies have been categorized into three categories: support and production leap, public participation, and productivity promotion. Finally, the relationship between the dimensions and strategies has been presented in a codified framework consisting of five levels. This framework can be a guide for formulating programs and organizing resources to realize the slogan of the year 1403.
