Examining the implementation issues and challenges of the Family and Youth Protection Law in Iran (case study of Gilan province)

Abstract
Considering the decrease in fertility and the birth rate in Iran, the policy-making system in Iran has changed demographic policies in order to prevent the increasing decrease in the population and the relative increase of provide it. Gilan is one of the oldest provinces in the country, and the issue of population decline and birth rate is one of the most important issues of this province. In this qualitative research, an attempt was made to use in-depth interviews with a number of experts and experts in the field of family and population in Gilan. The most important legal issues and loopholes and political and executive challenges of the "Family and Youth Protection Law" in Gilan, statistics and operational solutions to achieve the goals of population policies in accordance with the needs and system of the province should be presented. The findings of the research show that in order to solve the population problem, attention to the role of cultural and mental components is more important compared to economic components.There are challenges and obstacles on the way to the realization of the goals of the law in four executive and management areas, cultural and social areas, educational and media areas, and health and treatment areas. Finally, according to the existing issues and challenges, operational solutions appropriate to the system of demographic issues in the province are extracted and suggestions are made in five areas of family-oriented education and training, media and propaganda, health and treatment, executive and managerial, cultural and social. It was presented based on the opinion of experts.The results and achievements of this research can be provided as a package of policy proposals to managers and agents in the field of population and childbearing.
