Today, socio-cultural policies in most countries show a change in direction towards network and social structures. The characteristic of such policies is the exchange of a significant volume of negotiations and discussions between focal actors with different goals. The present study aims to investigate the power structure of the network of hand-work activists in the issue of the 7th of Aban (the day known for celebrating Cyrus). To achieve this goal, 22 active activists have identified the problem by studying the documents and snowball technique and collected the required data with a semi-structured questionnaire. Data have been calculated, analyzed and displayed using UCINET, Net Draw and Visone software. To analyze the Intended network, the concept of centrality in the network and the indicators of degree centrality, betweenness, eigenvector and beta have been used. Despite the favorable condition of the network in terms of the speed of information circulation and cooperation, The findings indicate the existence of two focus in the network, which has caused the network to become bipolar. At one pole of the network are administrative-security forces and on the other side are civil institutions and social forces, Each of these two poles seeks to achieve goals that conflict with each other Getting out of this situation requires the entry of upstream institutions with impartiality and a consistent view.
