Institutional challenges of cultural heritage and tourism in advancing general policies of the resistance economy

Abstract
Statistics and figures in the tourism industry show that this industry is a golden opportunity for all countries in the world to realize economic diversification and develop the components of the domestic economy of the countries. Even the oil-rich countries of Southwest Asia, including Saudi Arabia, are trying to strengthen the drivers of the development of their tourism economy in order to reduce their dependence on windfall oil revenues. The Islamic Republic of Iran, considering its enormous and unique capacities in the field of cultural heritage and tourism, can also take advantage of this opportunity to internalize the country's economy and get rid of its dependence on oil revenues and crude sales within the framework of the announced policies of the resistance economy. Purpose: This research examines the position and institutional challenges in the field of cultural heritage and tourism in advancing the general policies of the resistance economy. Method: By studying resistance economy policies and previous research conducted in the field of tourism and resistance economy and interviewing experts, existing challenges were identified and structural themes were extracted using thematic analysis. Findings: All institutional challenges in the field of cultural heritage and tourism were divided into three structural themes (legislation, implementation, and supervision) to advance general resistance economic policies. Conclusion: Since the field of cultural heritage, and especially tourism, is an interdisciplinary field, there are many institutions in the three fields of legislation, implementation, and supervision related to the missions of this field because the field of tourism is
