Strategy for Prioritizing Issues in Leading Organizations (Case Study: ROYAN Research Institute).

Abstract
The subject of the article is the strategy of prioritizing issues in leading organizations and the "how" of its operationalization and application, with an emphasis on the findings obtained from a case study at the ROYAN Research Institute. The aim of the research is to identify the main challenges and issues and prioritize them at the level of ROYAN, and to separate the four departments of research, education, treatment, and support. The research method is qualitative and of the group discussion or focus group type, depending on the problem. Focus group research is based on facilitating an organized discussion with a group of selected individuals, because it is assumed that these individuals are representative of certain social classes and strata. The results of the research show that: The category of “welfare and economic problems and low salaries” with a score of 34380 is the most important challenge of ROYAN, The category of “need to encourage high-performing workers and separate them from low-performing workers” with a score of 30100 is the second challenge of ROYAN, This challenge is the second challenge of the first and third deputy departments and the third challenge of the second and fourth deputy departments. The category of “need to address the demands of the forces and listen to their voices” is also the third challenge of the ROYAN with a score of 30096. This challenge is the third challenge of the first, second, and third deputy departments, and the fifth challenge of the fourth deputy department.
