تحلیل نسبت سند تحول بنیادین آموزش‌وپرورش و نقشه جامع علمی کشور با رهیافت گراندد تئوری

چکیده

دهه گذشته به‌منظور ساماندهی نظام آموزشی کشور دو سند مهم تحت‌عناوین نقشه جامع علمی و سند تحول بنیادین آموزش‌وپرورش منطبق بر نیازها و مسائل بومی کشور تدوین، تصویب و ابلاغ‌ شده است. هدف این مقاله نسبت‌سنجی دو سند سیاست‌گذاری کشور در حوزه آموزش و پیشبرد سیاست‌های آموزش کشور انجام ‌شده است. ازاین‌رو مسئله اصلی مقاله حاضر بررسی نسبت سند بنیادین تحول آموزش‌وپرورش با نقشه جامع علمی کشور است. بدین‌منظور از روش کیفی استفاده ‌شده و تحلیل داده‌های اسناد با رهیافت داده بنیاد صورت‌پذیرفته‌است. یافته‌های تحقیق پیش‌رو نشان می‌دهد، ایجاد جامعه دانش‌بنیان پدیده محوری نقشه جامع علمی کشور و پدیده محوری سند بنیادین تحول آموزش‌وپرورش است. نتیجه تحقیق نشان داده است نسبت همسانی بین این دو سند در ایجاد کارآفرینی به‌عنوان پیامد وجود دارد اما جنبه تربیتی و اعتقادی در سند تحول بیشتر و جنبه کارآفرینی در نقشه جامع علمی کشور پررنگ است.

چکیده [English]

In the last decade, in order to organize the country's educational system in accordance with the needs and national considerations of the country, two important policy documents, entitled the Comprehensive Scientific Map of the Country (CSMC) and the Document of Fundamental Evolution of Education (DFEE), have been drawn up, approved, and forwarded for enforcement.
The present paper aims at examining the relationship between these two policy documents in the field of education, the ratio between them, and how they can help make the country's educational policies and system more effective.
To achieve this purpose, a qualitative method was used and the collected data were analyzed on the basis of the Grounded Theory Approach (GTA).
The findings of the study show that creating knowledge-based society and developing the country are the central concerns of the Comprehensive Scientific Map of the Country and the Fundamental Document of Education Evolution, respectively.
These results also show that there is a similar relationship between these two documents in creating entrepreneurship as a common consequence, but the educational and ideological aspect of the Document of Fundamental Evolution of Education overweighs its entrepreneurial aspect while it is just opposite in the Comprehensive Scientific Map.
