The cyber space is assumed as one of the public issues the governments, public policymakers, the nations should think about its cultural affects in society. This paper answer to this question: is there any epistemological solution to combat its treatments and unwanted effects? Nowadays the cyberspace covers all aspects of our life and it fulfills most of our requirements and relations. In fact it assumed as new environment and completely new communication. Since most of the technological factors of cyberspace are from abroad, it is so necessary to think about the philosophy and value behind them. According to these predefined values we may take strategy of accept, mitigation, avoidance, interactive and proactive decisions
