Visa openness is one of the incentive policies to attract incoming tourists, which of course should not be the only policy considered by countries. This research was conducted with the aim of investigating the status and challenges of Visa opennessof the Islamic Republic of Iran with other countries and its impact on inbound tourism through qualitative methodology, conducting interviews using the snowball method and confirming the findings through the Delphi method. The lack of success of the Visa openness policy in the development of tourism in the Islamic Republic of Iran stems from six major problems, including deficiencies in supporting the Visa openness policy, incorrect orientation of the Visa openness policy, lack of institutional mapping, lack of inter-sectoral coordination, lack of cross-sectoral perspective and lack of attention to international issues. Ignoring political and security considerations, the need to improve infrastructure (especially security infrastructure), international restrictions due to illegitimate US sanctions, lack of sufficient facilitation by the Ministry of Cultural Heritage, Tourism and Handicrafts, lack of law or resolution to resolve inter-institutional conflicts, weakness in providing insurance services, cancellation One-way visas, incorrect and weak statistics, and weakness in welfare infrastructure were identified as the problems under these problems. Therefore, it is suggested to use the capacity of the Supreme Council of Cultural Heritage and Tourism to prepare the institutional mapping of the division of work between institutions in this area, to consider strengthening the infrastructure, to involve the private sector in the aforementioned processes,
