The issue of hijab and dress code is one of the essential pillars of an Islamic university, and finding strategies for its improvement and promotion requires reference to religious sources and expert opinion. Therefore, understanding the discourse of the Supreme Leader—as the Shiite authority and guardian jurist—on the matter of hijab is a social necessity in identifying effective strategies for promoting it within universities. This qualitative research, using content analysis method, first examined the Supreme Leader’s statements on hijab. Then, through semi-structured interviews, the extracted categories were presented to 23 university professors and scholars familiar with religious studies. After their validation, practical strategies for improving and enhancing the dress code in universities were identified based on the insights of these experts. The findings indicate that university activities in cultural and psychological domains (such as organizing hijab fashion design festivals, facilitating access to modest clothing at affordable prices, strengthening ties with Islamic universities, and creating gender-specific recreational spaces) play a vital role in honoring and enhancing students’ self-esteem as Muslims. Moreover, strategies in educational and disciplinary domains (such as developing academic materials on hijab from a global studies perspective, and requiring cultural engagement for norm-breaking students) are among the most effective approaches to improving the hijab situation in university environments.
