This article identifies the challenges faced by NGOs active in the field of social harms and presents policy strategies to attract their participation in the field of social prevention of addiction using the thematic analysis method. Research data were collected through in-depth semi-structured interviews with 20 founders, experts, and activists using theoretical and purposive sampling. Using Braun and Clark's thematic analysis method, and by carefully examining the transcripts of the interviews and coding, 75 initial codes were identified. By combining the initial codes, 14 sub-themes were extracted and then integrated under 2 overarching themes and abstracted with the help of parts of the participants' comments. Thus, the sub-themes of incoordination of institutions in charge of the affairs of the associations, political perception of the activities of the associations, threat perception of the activities of the associations, conflict of interests of the associations with some groups and institutions, accusations of the police and security against the associations, prevention of their presence in the policy-making arena, prevention of the networking of the associations, and strict supervision and control highlighted the overarching theme of "Challenges of the Associations." And the sub-themes of building a culture of trust in the performance of the associations, redrafting laws that create a platform for government convergence with associations, redrafting laws on non-interference by law enforcement and security in the affairs of associations, redrafting regulations committed to supporting and avoiding accusations against associations, redrafting laws to ensure the life and financial security of founders and activists, and drafting laws on the participation of associations in social policy-making highlighted the overarching theme of "Policy-Making Strategies to Attract Participation."
