This research identifies the challenges of non-governmental organizations and presents policy strategies aimed at activating and attracting the participation of NGOs in the field of social prevention of addictive substance use. The research method is thematic analysis and data was collected by conducting semi-structured interviews with 20 founders, experts, and activists using theoretical sampling. After three coding stages, 60 initial codes were identified. By combining the initial codes, 12 sub-themes were extracted and then integrated under 2 overarching themes. The research findings show that the sub-themes: lack of sustainability in securing financial resources, challenges in attracting and retaining human capital, weak interaction between the government and the communities, lack of trust between society and the government in the communities, lack of socio-cultural capital of the communities, and lack of participation of the communities in formulating social policies, highlighted the overarching theme of "community challenges." and Sub-themes: Approval and allocation of budget lines for the communities, approval and allocation of in-kind assistance to the communities, redrafting laws and bills that create a platform for government convergence with the communities, building a culture of trust in the performance of the communities, building capacity to strengthen the socio-cultural capital of the communities, and formulating rules for the participation of communities in social policy-making, highlighted the overarching theme of "policy-making strategies to attract community participation."
