This research was conducted with the aim of presenting a prioritized model for managing the cyberspace of the Islamic Republic of Iran based on the ideological framework of the Supreme Leader. The study seeks to provide a comprehensive model that aligns with the country’s cultural and social ecosystem. In the introduction, by posing fundamental questions about how cyberspace should be managed under crisis and opaque conditions, the necessity of offering a clear, indigenous model is highlighted. In the research methodology section, which employs a directed qualitative content analysis and conceptual modeling approach in the field of cultural governance in cyberspace, data were collected from two primary sources: a systematic analysis of all accessible statements of the Supreme Leader regarding cyberspace since the beginning of his leadership to extract the model, and interviews with national managerial officials and elites in this domain to develop an operational model. The findings led to the design of both a conceptual and an operational model that describe the responsibilities of each group across three domains: “officials,” “elites,” and “people.” The final model, emphasizing decentralized management, multi-level accountability, and adaptability to crisis conditions, seeks to address the existing gaps in cyberspace policy-making. The results indicate that, by relying on the Leader’s guidance through officials, leveraging the capacities of elites, and engaging the public, it is possible to establish an effective model for cyberspace governance in times of uncertainty.
