The aim of the present study is to design a model for formulating Jihadi management policies based on the Second Step Statement of the Islamic Revolution in Tehran Municipality. This study was conducted with a qualitative-exploratory approach and the Atride-Stirling content analysis method was used to analyze the data. In the first stage, relevant scientific sources including theses, books, research projects, and scientific articles were reviewed. Out of 100 primary sources identified, 18 sources were selected for analysis based on inclusion and exclusion criteria and in a purposeful manner. In the second stage, in order to complete, refine, and contextualize the primary themes, semi-structured interviews were conducted with 14 academic experts and managers and experts of Tehran Municipality. Sampling in this stage was purposeful and continued until theoretical saturation was achieved.To examine the validity of the findings, expert and participant reviews were used, and to measure the reliability of coding, Holst coefficient and Kappa coefficient were used. The research findings showed that the pattern of formulating Jihadi management policies in Tehran Municipality includes five main dimensions: belief, management, ethics, structure, and behavior, and 38 sub-components. This pattern can be a basis for guiding urban management policies in areas such as urban justice, citizen participation, streamlining structures, combating corruption, and improving public service delivery
