بررسی تغییرات اقلیمی به‌عنوان تهدیدی جدید علیه صلح و امنیت بین‌المللی در دوران پس از جنگ سرد

چکیده

چکیده ; پایان جنگ سرد، فصلی نو در نگرشهای امنیتی جهان گشود و بازنگری در مفهوم «تهدید و امنیت» را ضروری ساخت. این بازنگری منجر به زایش و رشد رویکردها به امنیت بین‌المللی گردید که بر خصلت چند بعدی امنیت و عوامل شکل‌دهنده و تهدید‌کننده آن تأکید می‌کنند. در پاردایم جدید، در کنار متغیرهای نظامی و سخت‌افزاری، مولفه‌های سیاسی، اقتصادی، اجتماعی-فرهنگی و محیط زیستی به‌عنوان عواملی در نظر گرفته می‌شوند که می‌توانند به‌عنوان تهدیدی علیه امنیت بین‌المللی عمل کنند. تغییرات اقلیمی به‌عنوان یکی از مهم‌ترین و پیچیده‌ترین چالشهای بین‌المللی در عصر جهانی شدن است. این تغییرات کوچک در دمای زمین می‌تواند منجر به خطر بالقوه‌ای در تغییرات آب و هوایی کره زمین شود. زندگی ما امروزه به تغییرات اقلیمی بستگی دارد. در صحنه بین‌الملل به مرور آثار این تهدیدات در روابط بین کشورها مشاهده می‌شود. به‌عنوان مثال ﺟﻨﮓ دارﻓﻮر را ﻣﯽﺗﻮان به‌عنوان اوﻟﯿﻦ درﮔﯿﺮی در ﺣﻮزه ﺗﻐﯿﯿﺮات اﻗﻠﯿﻤﯽ داﻧﺴﺖ. این تهدیدات علاوه بر بروز تنشهای اجتماعی، نا آرامی‌های سیاسی و مخاصمات خشونت‌آمیز را نیز به دنبال خواهد داشت. این موضوع فراتر از دستورکارهای بین‌المللی در قالب کنوانسیون چارچوبی سازمان ملل متحد و پی گیری‌های شخص دبیرکل و بررسی‌های هیئت بین‌الدولی تغییرات اقلیمی در شورای امنیت به‌عنوان تهدیدی علیه صلح و امنیت بین‌الملل شناخته شده است. ;

Abstract;
At the end of the Cold War, a new era began in security attitudes that made a review in the concept of "security and threats" necessary. This review caused approaches to develop in international security that emphasized on the future of security multidimensional. In the new paradigm, along with military hardware factors, political, economic, socio-cultural, and environmental factors are considered as they can act as a threat to international security. Climate change is considered as one of the important international issues in the globalization age. This change in Earth environment can be cause due to the danger in climate change in Earth. Today our lives depend on climate change. In the international scene, effects of threats in relation between countries are observed. For example, Darfur War is the first challenge in the field of climate change. This threat, in addition to social tensions, also will follow political unrest and violent conflicts. This subject is acknowledged in United Nation Framework Convention and also follows up to the Secretary General and checks Intergovernmental Panel on Climate Change in Security Council as the threat against peace and international security. ;
