The country's programs are among the most important planning programs in the country that determine the major executive measures. From the second to the seventh plan, the issue of women and family can be pursued in these programs and decrees have been approved in these areas.. In this research, with a qualitative research approach and focusing on discourse analysis using the Laclau and Mouffe methods, the decrees of the seventh plan on the issue of women and family were examined, and the discursive differences of this plan with previous plans were obtained. The central signifier of this plan is the "third model of women", which is considered the literature of the Islamic Revolution on the issue of women. This program is in its central meaning both in its distinction from the Third Development Plan with its approach to women and development and the Fourth Development Plan with its approach to gender and development. This program, which was designed in the political discourse of principlism, is different from the Fifth Development Plan, which also has some distinctions and has followed the attention to the status of the family with regard to women's social action. In this program, familyism can be traced along with the development of women's social activism and is articulated by focusing on the signs of "familyism", "women's social action", "support for motherhood", "women's empowerment" and "governance and action model".
